I tried flat lining TV208 and it did funky things to how the skirt hung (for no reason that I could find! very frustrating!). The only way I could fix it was to remove the lining, which did fine - the front waist stopped bunching up with weird folds. 'Course, my outer fabric was heavy bridal satin, so not the same thing at all...

I have a number of vintage garments from around this era, and most of the skirts are lined, but not all of them.
